Creates an instance of TWSDLHTMLPublish.

Description

Call Create to instantiate a TWSDLHTMLPublish object at runtime. TWSDLHTMLPublish components added to web modules at design time are created automatically. 

The AOwner parameter specifies another component (usually the web module) that is responsible for freeing the TWSDLHTMLPublish instance. It becomes the value of the Owner property.
