Creates and initializes an instance of TScrollBar.

Description

Call Create to create an instance of TScrollBar at runtime. Scroll bars placed on a form at design time are created automatically. 

AOwner is the component that is responsible for freeing the scroll bar. This becomes the value of the Owner property.
