Creates and initializes an instance of TCustomDataSetValuesList.

Description

The TCustomDataSetValuesList constructor allocates memory for the TCustomDataSetValuesList object and initializes its properties. 

AOwner is the component that is responsible for starting the streaming process when a module containing the data set values list is loaded or saved. It becomes the value of the Owner property. Typically, AOwner is the Web module.
