Creates an instance of TFileSaveAs.

Description

Most applications do not need to call the TFileSaveAs constructor because actions are added at design time to an action manager or action list.  

The TFileSaveAs constructor creates an instance of its associated dialog and assigns that component as the value of the Dialog property. 

AOwner specifies the Owner for the action. This is the component that is responsible for freeing the TFileSaveAs instance.
