Enables or disables the action, depending on the contents of the clipboard.

Description

Do not call the UpdateTarget method. This method is called automatically so that actions can update themselves according to current conditions. 

In TEditPaste, UpdateTarget checks whether the clipboard contains text. If so, UpdateTarget sets Enabled to true. If not, UpdateTarget sets Enabled to false.
