Creates and initializes an instance of TDataSetAdapterNewRowAction.

Description

The TDataSetAdapterNewRowAction constructor allocates memory for the adapter action object and initializes its properties. 

AOwner is the component that is responsible for starting the streaming process when a module containing the adapter action is loaded or saved. It becomes the value of the Owner property. Typically, AOwner is the Web module.
